    自“三抓(zhua)(zhua)三促”行动(dong)开展以来,城投(tou)集团职投(tou)公司以“作风改(gai)进,狠抓(zhua)(zhua)落实,效(xiao)能(neng)提升(sheng)”为目标,通过健(jian)全(quan)工(gong)作机制、强化(hua)(hua)责任分工(gong)、定期跟踪督办等方式,推动(dong)督办工(gong)作实现精准化(hua)(hua)、规范化(hua)(hua)、实效(xiao)化(hua)(hua)管理,确保各项重(zhong)点工(gong)作落实落细。

    完善体制机制,推动督办工作精准化

    健全完善督(du)办(ban)(ban)工作(zuo)制度(du)机制,进一步明(ming)确督(du)办(ban)(ban)工作(zuo)原则(ze)、范围、分类(lei)、流程和(he)结果运用,形成“主管(guan)(guan)领导安排(pai)(pai)部署、办(ban)(ban)公(gong)室牵头抓(zhua)总、业务部门执(zhi)行落实”的(de)督(du)办(ban)(ban)工作(zuo)体系和(he)“计划+督(du)办(ban)(ban)+考核”的(de)目标(biao)管(guan)(guan)理控制体系,将集团党委(wei)安排(pai)(pai)部署事项(xiang)及公(gong)司(si)各(ge)项(xiang)重点(dian)工作(zuo)等落实到月、细化(hua)到周(zhou)、明(ming)确到人,搭建(jian)“建(jian)账(zhang)、交办(ban)(ban)、反馈、督(du)办(ban)(ban)、上(shang)报、归档”的(de)闭环管(guan)(guan)理责任(ren)链条,构建(jian)起“上(shang)下联动、左(zuo)右配合、齐抓(zhua)共管(guan)(guan)”的(de)工作(zuo)新格(ge)局。

    强化流程管理,推动督办工作规范化

    建立“一台(tai)两单一通报(bao)(bao)”(督(du)办(ban)(ban)(ban)(ban)(ban)台(tai)账(zhang)、督(du)办(ban)(ban)(ban)(ban)(ban)单、提(ti)醒单、督(du)办(ban)(ban)(ban)(ban)(ban)工(gong)作(zuo)(zuo)(zuo)通报(bao)(bao))的工(gong)作(zuo)(zuo)(zuo)模式,相关部(bu)(bu)门(men)(men)及时(shi)(shi)对(dui)重点(dian)工(gong)作(zuo)(zuo)(zuo)进(jin)行全面梳(shu)理(li),建立督(du)办(ban)(ban)(ban)(ban)(ban)工(gong)作(zuo)(zuo)(zuo)台(tai)账(zhang),明确责任(ren)部(bu)(bu)门(men)(men)、责任(ren)人和完成(cheng)时(shi)(shi)限(xian)。同时(shi)(shi),建立周督(du)办(ban)(ban)(ban)(ban)(ban)提(ti)醒机制(zhi),制(zhi)定督(du)办(ban)(ban)(ban)(ban)(ban)工(gong)作(zuo)(zuo)(zuo)提(ti)醒单,对(dui)未办(ban)(ban)(ban)(ban)(ban)结事项,采取电话催(cui)办(ban)(ban)(ban)(ban)(ban)、实地督(du)办(ban)(ban)(ban)(ban)(ban)等形式提(ti)示承办(ban)(ban)(ban)(ban)(ban)部(bu)(bu)门(men)(men)及时(shi)(shi)办(ban)(ban)(ban)(ban)(ban)理(li),进(jin)行动态销(xiao)号管理(li),确保“督(du)”出真成(cheng)效,“办(ban)(ban)(ban)(ban)(ban)”出好结果。年初以(yi)来,已跟(gen)踪(zong)督(du)办(ban)(ban)(ban)(ban)(ban)各类重点(dian)工(gong)作(zuo)(zuo)(zuo)事项1000余项,切实提(ti)高重点(dian)事项办(ban)(ban)(ban)(ban)(ban)结率,杜绝抓工(gong)作(zuo)(zuo)(zuo)落实“虎头蛇尾”。

    注重结果运用,推动督办工作实效化

    实施(shi)督(du)(du)办(ban)(ban)工作每周一通报、每月一总结(jie)、每月一考(kao)核(he)工作机制。每月督(du)(du)办(ban)(ban)工作牵头部(bu)门(men)对各类重点(dian)工作办(ban)(ban)理(li)情(qing)况进行核(he)查、汇总,形成月度(du)督(du)(du)办(ban)(ban)工作总结(jie),上报公司绩效考(kao)核(he)领导(dao)小组审核(he),并向承办(ban)(ban)部(bu)门(men)反馈(kui)督(du)(du)办(ban)(ban)结(jie)果,对督(du)(du)办(ban)(ban)事项落实不(bu)到(dao)位、办(ban)(ban)理(li)质量不(bu)高和逾(yu)期未办(ban)(ban)结(jie)等情(qing)况的给(ji)予通报批评(ping)并纳入(ru)当月部(bu)门(men)绩效考(kao)核(he),确保督(du)(du)办(ban)(ban)工作取得实效。
